I'm planning to quit my job and look for a new one abroad. What month is favorable?

Looking for a new job should be a right decision for this year. Your abilities should get a full show in the new position. It is quite hard to say exactly when to do it. You can start to prepare your resume and mail your resume to some companies from now on.
