Born the 19/04/1980 between 9am-11am I am disappointed with relationships.

Hello,
I am interested by spirituality, work on myself, coach and help others. But in my life, it seems hard to meet someone who could attract my attention, and if it happens, I feel the Universe not willing me to be with the person, by making me do things unusual or things coming from outside as well.
I just want to be balanced and find stability. I am using law of attraction and it works for everything except relationships.
Is my Chinese chart is related to that and I just need to help others my path or I do something wrong?
