About:144-Hour Visa-Free Transit

Is a visa required for 16 hours in Shanghai?

We're cruising in October, 2016 from Nagasaki, Japan, then in Shanghai for 16 hours, then to Okinawa, Japan.
Do we need an entry permit for the 16 hours in Shanghai? Can we go on a short shore excursion in Shanghai without an entry permit? I'm getting both yes and no answers.

Milo, as you are coming from Japan and then leave for Japan after the 16-hour layover in Shanghai, you don't qualify for the free transit policy because your route is not classed as transitting. Therefore, you should apply for an entry permit before your departure.
