Attend a training program on capacity building on information system in china

I am a deputy secretary, working under ministry of information in Bangladesh.I am keenly interested to learn about information ministry of PRC through visit in PRC. how can I get an offer letter from respective ministry in PRC?

Dear, if you have been accepted by the ministry of PRC, you can ask for an invitation letter from there.
