philippines to shanghai, 144 hour free transit

Question

hi i just want to ask regarding 144 hour free visa transit. I have  a friend from Netherland he is currently staying here in the Philippines and he wants to visit shanghai from june 12 - 18 but my concern is his ticket he had a round trip ticket MNL-PVG-MNL. Is it possible to use this 144 hour free transit?hope to receive a response from you. thank you!:)

Bless, if he travel like that, he is not eligible for the 144 hour free transit because according to the 144 hour policy, he should fly to a third country or region after staying in Shanghai, but he just flies back to Manila. In this case, he needs to apply for a tourist L type or transit G type ahead of his trip.  Alternatively, he can change the return flight to one that stops in Hong Kong or Macau before heading for MNL.
