Is invitation letter from embassy is necessary?

I am pakistani student studying in China. my daughter and mother were living with me. they went pakistan last month. Now i apply for invitation letter from university but they just change their rule and refuse to give me that letter. As This letter is applicable to only pakistani students so I am in trouble. Please guide me what I do next.

Sarah, if the university is not willing to give you this letter, I'm afraid your daughter and mother cannot apply for the S1 type any more. The only way is to persuade the school to give this letter to you.
