My husband and I were planning to fly to Shanghai for 3 days then fly to Hong Kong for 7 days staying at a hotel, then to Singapore for 4 days and end back Shanghai to fly back to San Francisco.

Mara, for both times when you are in Shanghai, as long as you don't stop in other cities outside of Shanghai, Zhejiang, and Jiangsu, you can make use of the 144-hour free transit policy there, so the entry permit is not needed.

For Singapore and Hong Kong, the entry permit is not required either.
