is there public transportation from xian int'l airport to titan times hotel?

Yeah, you have an option: take the nonstop shuttle bus Xishaomen Line to its terminal station - Xishaomen Airport Hotel. Then your hotel is around 3km away. Take a taxi there directly with the fare of CNY9-10.
