About:China Visa

I have a niece who is congolese by nationality but studying English as a foreign Language in Zambia.

She has been accepted at one the Universities in China to study medecine. My question is, Can she process her Student Visa right here in Zambia or DRC?

John, she can apply for her student X type entry permit at Zambia if she has a residence permit there.
