Aravinda, you can't apply online, but you can apply for it from Maldives, either by submiting the application to the PRC embassy or by mailing the application to HK Immigration Department.

The procedure is as follows:
1. Prepare all the required documents, which may include: your passport copy, application form, recent photo of yourself, a copy of round-trip tickets and hotel bookings, a financial standing proof, and a travel itinerary.
2. Submit the documents to the embassy or HK side.
