if i fly into the shanghai province, will i be able to travel to jiangsu w/o a visa?

My brother lives in Wuxi, and he said that if I don't get an entry permit, I won't be able to leave the Shanghai province. Your instructions seem to indicate that you can move about all 3. Is that correct, or am I reading it wrong?

Allen, if you are eligible for the 144-hour free transit, you can travel to Jiangsu without an entry permit. Under the 144-h free transit rule, you are allowed to travel around Jiangsu, Shanghai and Zhejiang.
