As I know, in that district, there is no mosque, but there are halal restaurants available.
Jiuxianfang Halal Restaurant, located at No. 438 Xiucheng Road.
Mingxiangju Halal Restaurant, l;ocated at No. 73 Xiyuan Xincheng.
For budget hotels, there are a lot of hotel clustered around the Xiucheng Road. Hereunder are my recommendations.
Yiyou Hotel, located at No. 298 Zhengyang Road.
99 Hotel, located at No. 436 Xiucheng Road.
Shangke Youkuai Hotel, located at No. 438 Xiucheng Road.0

Yes there is a Mosque in Chengyang District of Qingdao near airport. It is very near to City Central plaza and Holiday Inn Parkview hotel0
