Madina, you don't need it and you can go outside of the airport. You can make use of the 72-hour or 144-hour free transit policy in Shanghai.

Dear, if you two stops in PRC, you cannot enjoy the 72 hour free transit because according to the 72 hour policy, you are only allowed to stop in ONE Chinese city.

But if the total layover time for your two stops in PRC is less than 24 hours, you don’t need an entry permit because you can enjoy the 24 hour direct transit. And if you want to leave the airport, you just need to apply for a temporary stay permit at the airport and it’s free of charge. After that, you can leave the airport.

Otherwise, you have to apply for a transit G type or tourist L type.
