I'm from saudi arabia and i will be travelling from paris to japan and i have a lay-over in Shanghai

for 13h can i go out of the airport during those 13h?

Yes, you can go out of the airport during the 13 hours. What you need to do is to apply for a temporary stay permit at the airport. Then you can leave.
