Is there free wi-fi for passengers at Guangzhou Airport? And how can I access that?

Yes, the airport provides free Wi-fi Service.
Nowadays, there are totally 721 hot spots inside terminal building.
You can turn on the WLAN of your smart phone and connect it. And the WIFI is named with "AIRPORT-WIFI-FREE". :)
