I guess you talking about Ma Gua, the common Manchu clothes in the Qing Dynasty (1644 - 1911). Different from the traditional long gown, it was originally designed to be short for the convenience of riding horses. Embroidered ones were generally expensive and can be commonly seen in royal families and wealthy families.
