I have taken half a dozen for friends there without any issues. I suppose it depends on how much luggage you want to take.

As for milk power, if each pot weigns over 800g, you can take 6 pots at most. Or, you may need to make a declaration at the customs.

Rules are different from province to province. I believe for Shanghai the limit is 5kg.
