Do China banks require 4 or 6 digit PIN codes?

Is it better to use an ATM or exchange money inside a bank?

Do you mean drawing money with the foreign bank card in CN? If so, you can do it on ATMs which have marks of VISA or MASTER, using your pin codes. But for your convenience, it is still suggested to exchange for CN notes at bank counter.
