how much is taxi cost from Xianyang airport to Holiday Inn Big Goose Pagoda?

Do they go by meter or flat rate?

Well, the formal taxis calculate the fare by meters. And there are many official cabs outside the terminal building. So don't worry. Generally speaking, the fare is around CNY 130.
