Does 72 Hous Visa apply when arriving by ship?

Ship will stay in port 10 hours only in Xiamen. Is taking a tour inland covered by the 72 hours visa?

No, the 72h visa-free policy is only eligible for passengers who travel vy air. But since you are going to layover for only 10 hours, you are qualified for the 24h visa-free transit. It can be easy to apply for a stay permit at the customs. With the permit, you are allowed to go to downtown for a short tour.
