Hider, yes, you can submit your application in Lebanon, but you should be physically at the country when you apply for the China entry permit.0

You need to prepare those documents including your passport and copy of its data page, the completed application form attached with a passport-style photo, and an invitation letter from your trade partner in PRC, as well as other materials required by the consular officers.0
