About:Visa Policy of China

FREE VISA IN CHENGDU?

Los Angeles to Shanghai, China (in transit) same plane 1 hour layover to Chengdu, China(int transit) 18 hour layover to Thailand(third country). The time my flight lands at the first Chinese city (shanghai) to when I depart the second Chinese city is 23 hours. Will I be able to apply for a Free transit?
If so, will I be able to leave the airport?
Also, what documents do I need?

What terminal do apply for this transit stay permit?

Because your total layover time in PRC is less than 24 hours, you can enjoy the 24 hour free transit. If you want to leave the airport, you need to apply for a temporary stay permit at the airport. You just need to take your passport, onward air tickets and valid entry permit to Vietnam.

After you get off from the plane, you can follow the direction signs to the immigration inspection office to apply for the temporary stay permit. I’m not sure which terminal it is, sorry!
