Can I apply for a VISA online and bring passports and pix the day I arrive in LAX? Is there a expedite service for extra pay? Thank you!

You cannot apply for it online because there is no online service currently. You should apply for it in AZ. If you choose express service which takes 2 working days and charges USD20 extra pay; if you choose rush service which takes 2 working days and charges USD30 extra pay.
