USA Citizen - interested in working as a designer

I'm a USA citizen currently discussing possibility of working as a commercial artist/designer for a Chinese company in Shanghai - potentially for 1 to 3 years. What kind of visa would I need? How much would it cost? What are the requirements?

If so, you should apply for a work visa (Z type). It costs USD140.
The requirements can be shown as follows: your passport and copy of its data page, the filled-out application form with a passport-style photo attached, the invitation letter from duly authorized unit and foreigner employment permit. Your employer will get the last two documents for you.

At the moment I live in Japan. I assume that I can get the appropriat application form at the Chinese embassy in Tokyo and as long as I get the other 2 documents from my employer (mailed) then I should be able to apply in Tokyo Y/N?

Yes. Your future employer will need an assortment of documents from you first. Then they get the needed letters, which they send to you, then you apply there.
