Are the taxis in Zhangye charged by metre? Is it safe to travel there alone?

Some taxi drivers there don't charge by meter. To avoid potential fraud, you can ask the driver to do when getting on the car. And the locals are quite friendly and willing to help. It is safe for you to travel alone. Don't worry!1
