Is Police report required to apply for visa first time

Hi, this is Sanjaya Jayawardene, a chartered architect. I wish to travel for China and this is the first time I am going to apply. Should I get a police report in this regard? If required is it obtained from the Police head quarters or from the police station from my area of living.
