About:Chinese Embassy in Netherlands

Hong Kong Transit Visa (for 4 hours)

I am a Sierra Leone citizen (with a Sierra Leaonean passport) staying in the Netherlands legally. I've been travelling from Netherlands through China (Beijing) to go to Philippines for 3 times now.
I want to go to the Philippines to visit my family and I have an entry permit for that destination. I have to transit in Hong Kong for less than 4 hours. I have a round-trip ticket and all the required documents.
- do I have to take a Hong Kong Transit entry permit first? Even though I am not going out of the airport?

Peeral, you have to apply for a transit entry permit for HK in advance of your journey even though you won’t leave the airport.

From where can I apply? I tried Chinese consulate/embassy in The Hague, and was referred to contact the Immigration Department of Hong Kong or apply online.
But then I'm asked to fill the form and post all required original documents by air mail...
