About:72-Hour Visa-Free Transit

Does the "Direct Transit within 24 hours" give me the opportunity to leave the airport?

Hi!
I'm transiting in Beijing and am wondering if the "Direct Transit within 24 hours" gives me the opportunity to leave the airport and go sightseeing? (The 72-hour transit is not available for me since I'm a Norwegian)
Thanks!
