moving a residence permit into a new passport

I will need to get a new passport this spring while in China. Then get my residence permit moved into the new passport. The agency I work for is very unreliable. Is there another way that I can get the permit into my new passport by going directly to the PSB in my city?

You can go to the local PSB and do it by yourself.
