About:72-Hour Visa-Free Transit

Is a visa required for transit in Shanghai?

Do the following passengers require an entry permit?
(both UK passports)
Passenger 1: London > Sydney > Seoul > Shanghai, arr 19:40 on Thu 03 March > London via Frankfurt, dep 13:50 on Fri 04 March
Passenger 2: London > Hong Kong > Taipei > Seoul > Shanghai, arr 19:40 on Thu 03 March > London via Frankfurt, dep 13:50 on Fri 04 March

Concerned that "transit" means en-route to somewhere that cannot be home!

Both flights are Seoul - Shanghai - Frankfurt.
So both are eligible for a transit without an entry permit.
