Period while waiting for the Z Visa

Regarding the info given in this website: "The employer will send you a government issued Employment Permit and Notification Letter which you must submit with a photocopies with your application", is this process being done while the applicant is still in their home country? If the applicant enters China with a cultural/professional exchange entry permit via a foreign expert exchange invitation, gets employed and signs employment contract, at the same time apply working Z type whilst in PRC, is that a valid scenario?
And if applying Z type whilst in PRC with the F type, can the applicant start work at the employment place as sharing of expertise in this grace period?

Hello there, your employer can still get you the two documents even though you are in PRC currently. After, you can try to convert your F type to work Z type at the exit and entry administration of the local PSB. Once you get a work Z type, the F type will be cancelled and invalid.
As for your last question, I think you can do that.

You can't get a Z-visa issued in China except now for certain jobs in Shanghai
