hk visa for latvian non citizen

Question

Hi, im holding an Latvian non citizen passport. Im working in China (work permit). I tried travel twice to HK but on the border they don‘t let me go due to no entry permit. My country don't have HK embassy, so i tried to use PRC embassy, this also never helps out. Nowadays i'm living in PRC, so what should i do (or how to apply) to get an entry permit. Is there any support emails from HK consulate or else?Regards,
