Do my friend need a Hong Kong Transit Visa?

Hi, my friend is an oversea chinese from Philippines holding Taiwan Passport (no ID # in passport). Our flight is from Manila-Hong Kong-Los Angeles, with around 4 hours layover in HongKong. Do he still need a Hong Kong Transit entry permit?
Thanks in advance.

Tikboi, if your friend holds Mainland travel permit for Taiwan residents, he can enjoy free entry to HK for 30 days, so doesn’t need it for transit in HK.
If he doesn’t have that travel permit, he should apply for a travel document and a transit entry permit to HK in advance of his trip from the PRC embassy in the Philippines.
