Is it far away from the old city center? I've heard that taxies are not able to reach the hotels in the city center because they are not allowed to go through those streets...

You are right. Taxi cannot run in the streets of the old town. You will arrive at Fenghuang General Bus Station, which is about 1.2 miles from the old town. There you can take the bus No. 1 to the entrance of the old town.
