Dear, he needs to have your marriage certificate notarized at the notary office in Singapore and then take the notarized marriage certificate to the embassy of PRC to get it attested.
Afterwards, take the notarized and attested marriage certificate, his household registration and Chinese ID card to the public security bureau in PRC to explain the situation and change his marital status on the Household Registration Book and in the system of the police.
