I am living in new delhi india i wish to meet relative of son's in law at chengdu, PRC.

You can apply for a tourist visa. You can ask the relative of your son-in-law to issue an invitation letter to you. Firstly, you should prepare the relevant documents including your passport and its copy, the filled-out application form attached with a passport-style color photo, as well as the invitation letter. Next, submit your application to the CVASC to apply for it.
