Apply for a Z Visa in Perth

Hello.
I have an job offer to work as a teacher in China and the Chinese School is willing to sponsor my Z type.
I am from Portugal and i would like to know if i can apply to the Z type in the Consulate of PRC in Perth. Currently i am not in Australia or in Portugal but i would like to Apply to Z type in Perth.

Note: If is possible to do that in Perth, can you give me an idea of:
1- the time that takes the process until they granted me the Z type and give my passport back
2- documents that i will need to bring with me
3- fees of the whole process
