Susa, you should proceed the adoption via qualified agencies in your country, such as Minister of Family and Community Services, Department of Family Services and Department of Health and Social Services. I am sorry that I couldn't post the weblinks here. But ou can search in Google or Bing to find these agents.
Or you can search China Center of Adoption Affairs in Google and find their official website. On their website, you can find qualified agents easily.0
