Tourist Visa in Phuket

Hi, I am spending one month in Thailand and will be visiting Phuket at the beginning of my trip and Bangkok at the end. I am then planning on spending a week in China visiting Chengdu, Xi'an and Shanghai. I am a UK passport holder, can I apply for a tourist L type entry permit for PRC in Phuket at the start of my trip?
