South African student stuck in China

I'm from South Africa, studying at Shandong Medical University, Jinan, Shandong Province.

I was expected to departure on the 31 Jan 2016

My visa expired on the 30th December 2015. The entry/exit bureau in Jinan won't extend my X type to my original flight date because I cannot pay Fees to the university.

I have tried to book my flight back home but the only available date is the 17th of January. I am on standby for an earlier ticket as its peak season.

Please advise as I do not, and cannot afford to pay a huge fine to overstay.
What procedures do I follow, and how I do I resolve this?

Today's the 18 January. I was refused to check in with my preferred airline, denied access to any investigations or be heard. Been givin amounts ranging from 4000rmb to 16000rmb in laughter. It's -10 degrees and I'm stuck with only a limited amount of cash at my disposal.

Dear Yusuf, I feel sorry for what you went through. You should report your situation to the exit and entry administration of the local PSB. You will be required to pay the fine. After that, you need to apply for an exit pass to leave PRC. Considering that you don’t have enough money, you can try to ask for help from the embassy of South Africa in PRC and see if they can help you. Call: 0086-21-53594977

What would they require for an exit pass? And do you have any sort of idea the duration it would take to obtain the exit pass?

Dear, when you pay the fine and accept other relevant penalty, you will be immediately given an exit pass to leave PRC. As far as I know, your passport is enough.

I decided to come back to my university, and they told me to meet the Head of local Police station in the district where i reside to pay a fine.

which I did, I paid 2500rmb (i got the proof))((lucky me))

I then go back to the university and now they demanding me to pay university fees

which i cannot afford at all to get a new visa.

I did contact my countries embassy in Beijing, They cannot help me.

CURRENTLY

I contacted the head of the police station and told him cannot afford the university fees and that i would like to go back to my home country with the utmost respect in not offending China.

His response, " You must pay tuition in order to obtain a visa. If you are unable to get one, and cause secondary illegal residence, I will be sentenced to detention, and then be freed after i pay for tuition

What will happen next?
Has there ever been a student in my predicament?

I feel sorry for what you go through. But I’m afraid that you have to pay the tuition fee first. After that, you can go back to your home country.
