Do Singaporeans need China Visa?

We intend to book a Tibet tour. Before we make our booking, we would like to know the following:

1) all tourists require Tibet Travel Permit;
2) China Visa is not applicable for Singaporeans if the travel is not more than 15 days.

Are above correct?

Yes, all foreigners need that permit. Singaporeans enjoy 15 days free stay if they hold valid passports.
