Xi An March temperature & surrounding cities

My friend is going to visit Ci An in March. How should they dress?
If living there for a month, what other attractions are a must to visit besides inside Xi An?
What's the cost effective way to travel & still able to visit the attractions away from Ci An?
How's the crime rate? Is it safe at night? Pick pocket?

The average temperature in Xian in March is 8°C(46°F). Sweaters or a thick coat is recommended in early March, and you can take long-sleeved shirts or T-shirts with light jackets in late March. For the attractions, Terra Cotta Army is one of the must-see places. Besides, Mt. Huashan is also a popular place for tourists. If you are interested, you can take high-speed train to visit Luoyang. As for the safety, it is no problem to stroll in city center, such as Bell Tower area.
