Why do taxi drivers not want to take people from Pudong Airport to Jinqiao. They always complain.

As I heard, taxis have to queue at PVG to pick up passengers, in long-distance line and short-distance line with very different charge. While Jinqiao is between them two, neither to far nor close, this may make drivers in a dilemma. This can be the main reason of refusing to Jinqiao.0
