Dear, you can apply for PRC Q1 type in Japan. The supporting documents include the passport and its copy, the application form and a recent bareheaded color photo, the valid entry permit to Japan, as well as an invitation letter from her mum, her mum’s Chinese ID card (copy), and your daughter’s birth certificate (original and copy). And then hand in the application to the embassy of PRC and wait for the result.
