renew chinese passport

We live in Washington  state and my wife needs her passport renewed so we can go back and visit  China this next fall...can we renew in Seattle

Well, as far as I know, the consulate just went to Seatle to handle passport applications on site in last December and I don't think there is a plan to go there again recently. Therefore, I'm afraid your wife has to go to San Francisco in person to renew her passport.
