Can I carry a large external hard drive (weight, about 3.5-4kg) as carry on baggage?

I am transiting in China.

3.5 to 4kg meets the weight requirement. Most airlines allow passengers to carry 5kg carry-on luggage at most. If there is no illegal content inside, it's ok for you to bring it as your carry-on luggage.
