Yanh, one thing for sure is that Chinese zodiac signs are based on Chinese lunar calendar (also called Yin Calendar). As for the starting of the new year, many fortune tellers and Chinese experts of folk customs insist that it should begin on the day of "Beginning of Spring".

However, a regulation was implemented in 1912, which required that Chinese New Yer should start on Jan. 1 on Chinese lunar calendar. And this has been observed for more than 100 years. Therefore, these two ways are both correct.
