Richard, you can apply for the travel document at the consular office of the PRC embassy in Singapore. The documents required include the child's passport, previous travel documents (if any), visa for Singapore, birth certificate, original and photocopy of parents' passports. In addition, the mom need to sign a declartion stating that she had not obtained permanent residency of other countries before the child was born. It takes four working days to deal with the application.
