Is it possible that 1 power bank in a check in luggage hold by the immigration airport?

Hi, my friend depart from Hk to come to Canada she put 1 power bank in her check in luggage and stop over in Beijing, she said the her luggage carrying the power bank was hold in Beijing and they didn't allowed her to bring with her the luggage. Is that possible thing to hold her luggage?

Anne, power banks and any kind battery are not allowed to be taken in the checked luggage. According to the rule, they should be carried in hand luggage.
