Barry, you should first report your loss to the local police station in America and then you will get a certificate. Afterwards, take the certificate to the embassy of PRC in Los Angeles to apply for a new passport.

Barry, you didn't get what I said. I meant she could take the report certificate from the police station and then bring it with other required documents to apply for a new one from Chinese embassy/consulate. The authorities don't specify how long it takes. If she really needs to get back, then she should apply for a special travel document that can function as passport. It takes shorter time.
